Don Gragg and wife Charlotte moved to Rancho Bernardo after his retirement from a second career managing the alcohol and drug treatment programs for Kaiser Permanente in Los Angeles. Previously he served 23 years as a Medical Officer in the U. S. Navy on a nuclear submarine and finished his service in medical education design in Washington, D.C. He introduced the Great Decisions program during his naval service and continued to lead the program in Los Angeles as well as being a participating member in the Los Angeles World Affairs Council.
During his residency in Rancho Bernardo, he has served in a number of valuable programs at the Continuing Education Center at Rancho Bernardo (CEC) including the office of President in 2004 and oversaw the transition of the organization from affiliation with the College of Extended Studies at San Diego State University to an independent nonprofit association.
